M. THIS MILPER MESSAGE RESCINDS MILPER MESSAGES 12-380 AND 13-097 AND APPLIES TO FY 14 OCS

SELECTION PANELS.

1. THIS MESSAGE APPLIES FOR FY 14 HQDA OCS SELECTION PANELS ONLY. IT DOES NOT CHANGE

REQUIREMENTS FOR THE JULY 2013 HQDA OCS SELECTION PANEL. THIS MESSAGE EXPIRES 31 DECEMBER 2014
UNLESS EARLIER RESCISSION IS REQUIRED.

2. THIS MESSAGE APPLIES TO IN SERVICE APPLICANTS FOR OCS IN BOTH RESERVE AND ACTIVE COMPONENTS

AND CONTAINS SOLDIER ELIGIBILITY AND APPLICATION REQUIREMENTS, WAIVERS, SELECTION PROCEDURES,
AND GENERAL INFORMATION.

3. EXCEPTIONS TO POLICY WILL BE CONSIDERED ON A CASE BY CASE BASIS FOR ISSUES INDICATED BY AN
ASTERISK (*) IN PARAGRAPH 4. WAIVERS FOR TIS, GT, CITIZENSHIP, MEDICAL, DEGREE AND AGE ARE SUSPENDED.

4. WHO MAY NOT APPLY:
A. *SOLDIERS WITH CIVILIAN OR MILITARY ARRESTS OR CONVICTIONS OR ARE UNDER ANY KIND OF

INVESTIGATION.  THIS INCLUDES, BUT IS NOT LIMITED TO, LETTER OF REPRIMAND, ART 15, FLAG, BAR TO
REENLISTMENT, CIVILIAN ARRESTS OR DETENTIONS REGARDLESS OF WHETHER OR NOT THEY WERE

CONVICTED, INCLUDING EXPUNGED ARRESTS AND DISMISSED CHARGES.

B. SOLDIERS WITH OVER 9 YEARS TIME IN SERVICE.

C. *SOLDIERS THAT HAVE LESS THAN 6 MONTHS ON CURRENT TOUR AND SOLDIERS WITH LESS THAN 12 MONTHS

IN CURRENT MOS. SOLDIERS THAT ARE ON A MANDATORY UTILIZATION TOUR.

D. *SOLDIERS THAT ARE UNDER PCS ORDER OR HAVE BEEN NOTIFIED OF PENDING PCS (ASSIGNMENT
INSTRUCTION).

E. SOLDIERS OVER 33 YEARS OF AGE.  ALL SOLDIERS MUST BE COMMISSIONED BY 34.

F. *SOLDIERS THAT HAVE A COMMITMENT (REASSIGNMENT, MINIMUM UTILIZATION, REENLISTMENT, ETC) UNLESS
APPROPRIATE AUTHORITY WILL GRANT AN EXCEPTION.

G. *SOLDIERS SCHEDULED TO ATTEND OR SELECTED FOR ANY TRAINING OR SCHOOLS NOT ASSOCIATED WITH
UNIT TRAINING (E.G. DRILL SERGEANT, RECRUITING SCHOOL, MOS OR ASI TRAINING, ETC).  (MAY REQUEST AN
EXCEPTION IF RELEASE FROM COMMITMENT IS OBTAINED FROM APPROPRIATE OFFICE AT HRC).

H. SOLDIERS WITH LESS THAN 110 GT.

I. SOLDIERS THAT ARE NOT US CITIZENS.

J. SOLDIERS THAT REQUIRE WAIVERS FOR MEDICAL ISSUES OR ARE ENROLLED UNDER THE CONTINUATION OF
ACTIVE DUTY (COAD) PROGRAM.

K. SOLDIERS THAT DO NOT POSSESS A BACHELOR’S DEGREE OR HIGHER. (SEE PARAGRAPH 5G).

L. WARRANT OFFICERS.  WARRANT OFFICERS WILL BE ADDRESSED IN A SEPARATE MILPER AT A DATE TO BE
DETERMINED.

M. PREVIOUS COMMISSIONED OFFICERS FROM ANY BRANCH OR COMPONENT.

N. SOLDIERS THAT ARE ENROLLED OR ATTENDING BASIC TRAINING (UNLESS OCS ENROLLMENT WAS PART OF
ENLISTMENT CONTRACT) OR ADVANCED INDIVIDUAL TRAINING (AIT), HAVE COMPLETED ASI TRAINING OR MOS
TRAINING WITHIN 1 YEAR PRIOR TO APPLICATION (IF MOS/ASI REQUIRES A MINIMUM COMMITMENT).

O. SOLDIERS THAT HAVE BEEN ALERTED VERBALLY OR IN WRITING FOR DEPLOYMENT. SOLDIERS IN THIS
CATEGORY MAY APPLY ONCE THEY HAVE ARRIVED IN THEIR DEPLOYMENT LOCATION. DEPLOYED SOLDIERS ARE
NOT REQUIRED TO SUBMIT A COMMISSIONING PHYSICAL, BUT MUST COMPLY WITH PHYSICAL REQUIREMENTS
NOTED IN PARAGRAPH 5X OF THIS MESSAGE.

P. CONSCIENTIOUS OBJECTORS. (UNLESS SOLDIER RENOUNCES SUCH BELIEF IN WRITING).

Q. SOLDIERS THAT HAVE BEEN SEPARATED FROM ANY BRANCH OF SERVICE UNDER LESS THAN HONORABLE
CONDITIONS.

R. SOLDIERS INELIGIBLE FOR A SECURITY CLEARANCE OR HAVE HAD A SECURITY CLEARANCE REVOKED OR
DENIED.

S. SELECTED OR ELIGIBLE FOR SEPARATION UNDER QMP/QSP.

T. SOLDIERS THAT HAVE AN ACTIVE APPLICATION FOR ANY PATH THAT WOULD LEAD TO A COMMISSION IN ANY
BRANCH OF SERVICE.  SOLDIERS THAT HAVE BEEN FOUND DISQUALIFIED FOR APPOINTMENT FOR MEDICAL
REASONS IN ANY OTHER PATH TO COMMISSION.

U. SOLDIERS ON OR PLACED ON TDY ORDERS THAT RESULT IN ANY TYPE OF UTILIZATION.

V. SOLDIERS IN THE GRADE OF E8 AND E9.

W. AGR SOLDIERS ARE NOT ELIGIBLE FOR OCS.  AGR SOLDIERS THAT WISH TO APPLY FOR OCS THROUGH THE
HRC OCS PROGRAM ARE REQUIRED TO SEPARATE FROM AGR STATUS, ENLIST ON ACTIVE DUTY AND APPLY
THROUGH NORMAL ACTIVE DUTY CHANNELS.

X. SOLDIERS WITH TATTOOS THAT ARE VISIBLE ABOVE THE COLLAR OF THE ASU OR ON THE HANDS OR ARE NOT

IN COMPLIANCE WITH AR 670-1 AND OTHER GUIDANCE.

Y. SOLDIERS CURRENTLY IN VIOLATION OF LAUTENBERG AGREEMENT.

5. REQUIRED DOCUMENTS FOR APPLICATION ARE LISTED BELOW.  DO NOT SCAN COLORED DOCUMENTS.
