A. AR 600-8-19, ENLISTED PROMOTIONS AND REDUCTIONS, DATED 30 APR 10, RAR 27 DEC 11. B. MILPER
MESSAGE NUMBER 11-096 AHRC-EPF-R, CHANGE TO RETENTION CONTROL POINTS (RCP) FOR ENLISTED
SOLDIERS SERVING IN THE REGULAR ARMY OR UNDER THE ACTIVE GUARD RESERVE (AGR) TITLE 10
PROGRAMS, DATED 25 MAR 11.

1. THIS MILPER MESSAGE WILL EXPIRE NO LATER THAN (NLT) 15 SEP 14 OR WHEN SUPERSEDED OR
RESCINDED.

2. THIS MESSAGE APPLIES TO SEMI-CENTRALIZED PROMOTIONS FOR THE ACTIVE ARMY (AA).

3. THIS MESSAGE CLARIFIES THE REMOVAL OF INELIGLIBLE, PROMOTABLE SOLDIERS SPECIALIST, CORPORAL,
AND SERGEANT (SPC/CPL/SGT) FROM THE PROMOTION STANDING LIST.

4. THERE ARE CURRENTLY OVER 8,000 SOLDIERS, SPC, CPL, AND SGT’S ERRONEOUSLY LISTED ON THE
SGT/SSG PROMOTION STANDING LIST. THE REASONS INCLUDE IMMEDIATE REENLISTMENT PROHIBITION CODES
(IMREPR) SUCH AS APFT FAILURES, OVERWEIGHT SOLDIERS AND FIELD BARS TO REENLISTMENT. A COMPLETE
LIST OF IMREPR CODES THAT PRECLUDE SOLDIERS FROM HOLDING PROMOTION LIST STATUS IS AVAILABLE
THRU THE UNIT CAREER COUNSELOR. ADDITIONALLY, SOLDIERS ALSO ERRONEOUSLY APPEAR ON THE
PROMOTION STANDING LISTS AS A RESULT OF A SUSPENSION OF FAVORABLE PERSONNEL ACTIONS (FLAGS)
AND EXPIRED ARMY PHYSICAL FITNESS TESTS (APFT) (OVER 365 DAYS OLD).

A. FLAG CODES AND IMREPR CODES CAN BE FOUND ON THE ENLISTED RECORD BRIEF (ERB) OR IN THE
ENLISTED DISTRIBUTION ASSIGNMENT SYSTEM (EDAS). IF SOLDIERS HAVE AN ERRONEOUS FLAG OR IMREPR
CODE, CAREER COUNSELORS, BDE/BN S1 AND MILITARY PERSONNEL DIVISION (MPD) PERSONNEL MUST
REMOVE THE FLAG AND/OR IMREPR CODE NLT 9 OCT 12.

B. SOLDIERS WHOSE RECORDS REFLECT ONE OF THE FOLLOWING IMMEDIATE REENLISTMENT PROHIBITION
REASONS ARE INELIGIBLE FOR PROMOTION LIST STANDING AND WILL BE ADMINISTRATIVELY REMOVED FROM
THE SGT/SSG PROMOTION STANDING LIST ON OR ABOUT THE DATE INDICATED IN PARAGRAPH 6 BELOW:

(1) LOST TIME
(2) ADVERSE ACTION FLAG (FLAG CODES A, U, AND V)
(3) DENIED RETENTION BY SA – COMMANDER QUALITY
(4) PENDING SECURITY CLEARANCE DETERMINATION
(5) PHYSICAL READINESS
(6) NON-PROMOTABLE STATUS
(7) INVOLUNTARY SEPARATION UNDER QUALITATIVE SERVICE PROGRAM (QSP)
(8) FIELD BAR TO REENLISTMENT - A DENIAL OF REENLISTMENT IMPOSED BELOW HEADQUARTERS,
DEPARTMENT OF THE ARMY
(9) INVOLUNTARY SEPARATION UNDER QUALITATIVE MANAGEMENT PROGRAM (QMP)
(10) APPROVED RETIREMENT UNDER QMP
(11) COURTS-MARTIAL CONVICTION. CONVICTED BY ONE OR MORE SUMMARY, SPECIAL, OR GENERAL COURTS
MARTIAL
(12) AGE. RESTRICTED FROM RETENTION DUE TO MAXIMUM AGE LIMITATIONS
(13) LOSS OF QUALIFICATION IN PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS)
(14) DECLINATION OF CONTINUED SERVICE STATEMENT - REFUSAL TO TAKE ACTION TO MEET LENGTH OF
SERVICE REQUIREMENT
(15) CONSCIENTIOUS OBJECTOR (EXCEPT CMF 68)
(16) APPROVED INVOLUNTARY SEPARATION
(17) APPROVED RETIREMENT UNDER QSP
(18) PENDING SEPARATION
(19) NOT ELIGIBLE DUE TO SSG NCOER/NCOES ELIGIBILITY REQUIREMENTS
(20) RETIREMENT. APPLICATION FOR RETIREMENT HAS BEEN APPROVED
(21) WEIGHT. DOES NOT MEET ACCEPTABLE WEIGHT STANDARDS

C. IF A SOLDIER HAS AN EXPIRED APFT, BDE/BN S1 AND MPD PERSONNEL MUST UPDATE EMILPO WITH
CURRENT APFT DATA NLT 9 OCT 12.

5. IT IS THE BDE/BN S1 AND MPD PERSONNEL’S RESPONSIBILITY TO MONITOR IMREPR CODES, FLAGS AND
EXPIRED APFTS TO ENSURE REMOVAL FROM THE PROMOTION STANDING LIST BY THE EIGHTH OF EACH MONTH
FOR COMMAND LIST INTEGRATED (CLI) SOLDIERS. REQUESTS TO REMOVE SOLDIERS FROM CLI MUST BE SENT
TO THE EMAIL ADDRESS BELOW WITH SUPPORTING DOCUMENTS. BOARDED SOLDIERS ARE AUTOMATICALLY
REMOVED THROUGH THE PROMOTION POINT WORKSHEET (PPW).

6. ON OR ABOUT 11 OCT 12, SOLDIERS ERRONEOUSLY INCLUDED ON CURRENT SGT/SSG PROMOTION
STANDING LISTS WITH ONE OF THE ABOVE IMREPR REASONS, ARE FLAGGED AND/OR HAVE EXPIRED APFT
SCORES WILL BE REMOVED FROM THE PROMOTION STANDING LIST BY HRC.

7. IN THE EVENT THE SOLDIER/CAREER COUNSELOR/CHAIN OF COMMAND TAKE NO ACTION TO REMOVE AN
ERRONEOUS FLAG OR IMREPR CODE THAT MAY NO LONGER APPLY TO A SOLDIER’S STATUS AND THE
SOLDIER IS SUBSEQUENTLY REMOVED FROM THE PROMOTION STANDING LIST AS A RESULT OF CHAIN OF
COMMAND INACTION, THE SOLDIER WILL HAVE TO BE RE-BOARDED IN ORDER TO REGAIN PROMOTION LIST
ELIGIBILITY.

8. IAW REFERENCE B, SOLDIERS NOT SERVING ON AN INDEFINITE REENLISTMENT, WHO REACH THEIR RCP
DURING THEIR CURRENT ENLISTMENT AGREEMENT THROUGH LENGTH OF SERVICE, REDUCTION IN GRADE, OR
BY REMOVAL FROM A PROMOTION LIST (EITHER VOLUNTARY OR INVOLUNTARY) WILL PERFORM ACTIVE
SERVICE UNTIL THEIR CONTRACTED EXPIRATION TERM OF SERVICE (ETS), UNLESS THEY ARE SEPARATED
EARLIER UNDER APPLICABLE ADMINSTRATIVE, PHYSICAL DISABILITY, OR UNIFORM CODE OF MILITARY JUSTICE
(UCMJ) SEPARATION PROVISIONS.
