A.  DAPE-MPE-PD MEMORANDUM, REVISED PROMOTION POINT COMPUTATIONS – SEMI-CENTRALIZED PROMOTIONS,
IMPLEMENTATION DATE: 1 JUNE 2011

B.  MILPER MESSAGE 10-326 PROCEDURES REQUIRED TO UPDATE CORRESPONDENCE COURSE FOR PROMOTION
POINTS IN PREPARATION FOR THE NEW SEMI-CENTRALIZED PROMOTIONS SYSTEM

1. THIS MILPER MESSAGE WILL EXPIRE NLT 31 MAY 2011, OR UNTIL SUPERSEDED OR RESCINDED.

2. THIS MESSAGE PROVIDES PROCEDURAL GUIDANCE FOR THE NEW SEMI-CENTRALIZED PROMOTIONS SYSTEM
THAT WILL BE IMPLEMENTED ON 1 JUNE 2011.  IT APPLIES TO ALL ACTIVE COMPONENT (AC) AND U.S. ARMY RESERVE
(USAR) ACTIVE GUARD RESERVE (AGR) SOLDIERS.  THE USAR (WILL ADOPT THE NEW SEMI-CENTRALIZED
PROMOTION SYSTEM AND POLICY ON 1 JUNE 2011.  HOWEVER, THEY WILL EXECUTE A MANUAL PROCESS UNTIL
AUTOMATED SUPPORT BECOMES AVAILABLE.  PROMOTION SCORES WILL BE DISPLAYED ON AN APPROVED
MODIFIED DA 3355 (PROMOTION POINT WORKSHEET (UNITED STATES ARMY  RESERVE)).  IT DOES NOT APPLY TO
ARMY NATIONAL GUARD (ARNG) SOLDIERS.

3.  THE ARMY’S UPGRADE TO AUTOMATION SYSTEMS THAT SUPPORT A PAPERLESS PROMOTION POINT
COMPUTATION SYSTEM IS FAST APPROACHING.  AN AUTOMATED CALCULATION OF PROMOTION SCORES WILL BE
BASED ON SOLDIER’S PERSONNEL AND TRAINING DATA MAINTAINED IN BOTH THE ELECTRONIC MILITARY PERSONNEL
OFFICE (EMILPO) AND THE ARMY TRAINING REQUIREMENTS AND RESOURCES SYSTEMS (ATRRS).  PROMOTION
SCORES WILL BE DISPLAYED ON THE NEWLY AUTOMATED PROMOTION POINT WORKSHEET
(PPW).                                                                                                                   

4.  POLICY:
A. EFFECTIVE 20 APRIL 2011, THE PROMOTION SELECTIONS FOR 1 JUNE 2011 WILL:

(1) RECOMMEND TO THE PROMOTION AUTHORITY, WHETHER A SOLDIER SHOULD BE INTEGRATED ONTO THE
PROMOTION RECOMMENDED LIST OR NOT.   

(2) NOT HAVE A BOARD RECORDER PRESENT, NOR USE DA FORMS 3356 AND 3357 AS THEY WILL BE OBSOLETE.

B.  A USER MANUAL WITH INSTRUCTIONS ON THE UTILIZATION OF THE PPW SYSTEM AND CHANGES TO EMILPO WILL
BE PROVIDED IN THE NEXT MILPER MESSAGE.

C.   CIVILIAN EDUCATION: SOLDIERS WILL RECEIVE ONE (1) PROMOTION POINT FOR EACH SEMESTER HOUR (SH)
COMPLETED.  ALL QUARTER/CONTACT/CLOCK HOURS WILL BE CONVERTED TO SEMESTER HOURS.  SEMESTER
HOURS ARE DEFINED AS 15 HOURS OF CLASSROOM CONTACT HOURS PLUS 30 HOURS OF OUTSIDE PREPARATION.  
1 SH = 1.5 QUARTER HOURS (QH); 1 SH = 15 CLASSROOM, CLOCK, OR CONTACT HOURS (CH).

D.  MILITARY EDUCATION: NCOES - ADVANCE LEADERS COURSE (ALC)/BASIC NONCOMMISSIONED OFFICER COURSE
(BNCOC).  IN INSTANCES WHERE SOLDIERS HAVE COMPLETED AN ADDITIONAL ALC/BNCOC, THE BDE/BN S1, UNIT HR
SPECIALIST, OR MPD PERSONNEL WILL SUBMIT THROUGH EMILPO UNDER MILITARY EDUCATION THE FOLLOWING:
COURSE DATA, ENTER COURSE CODE SMI, THE COURSE NUMBER, COURSE STATUS, ACADEMIC ACHIEVEMENT, IF
APPLICABLE, COMPLETION DATE AND COURSE LENGTH.

5.  GUIDANCE:
A.   EFFECTIVE IMMEDIATELY, BDE/BN S1 AND UNIT HR SPECIALISTS WILL:

(1)  ASSIST SOLDIERS WITH UPDATING THEIR PERSONNEL RECORDS THROUGH EMILPO AND UPDATING TRAINING
RECORDS THROUGH S3/G3 ATTRS REPRESENTATIVE.  SPECIAL ATTENTION SHOULD BE PAID TO THE FOLLOWING
DATA FIELDS ON THE SOLDIER’S ENLISTED RECORDS BRIEF (ERB): OVERSEAS TOUR LENGTH, COMBAT EXPERIENCE,
WEAPONS QUALIFICATION, PHYSICAL FITNESS, MILITARY AWARDS AND DECORATIONS (AWARDS, BADGES AND
CERTIFICATE OF ACHIEVEMENTS, MILITARY EDUCATION, ACADEMIC ACHIEVEMENTS FOR NCOES, COMPLETED
CORRESPONDENCE COURSES, DISTANCE AND E-LEARNING, CIVILIAN EDUCATION, AND TECHNICAL CERTIFICATIONS.   

(2) ENSURE SOLDIERS WHO ARE AIRBORNE QUALIFIED AND RECEIVING HAZARDOUS DUTY PAY ARE PROPERLY
SLOTTED IN AN AIRBORNE POSITION OR THEY WILL NOT GET AIRBORNE ADVANTAGE POINTS.

(3)  ENSURE THOSE SOLDIERS WITH A VALID DEFENSE LANGUAGE PROFICIENCY TEST (DLPT) AND PROFICIENCY
RATING OF 1/1 (LISTENING/READING OR SPEAKING) DATE HAS NOT EXCEEDED MORE THAN ONE YEAR.   

(4)  PROVIDE A COPY OF THE PROMOTION BOARD PROCEEDINGS TO ALL PROMOTABLE SOLDIERS AFTER
APPROVED BY THE PROMOTION AUTHORITY.

(5)  EFFECTIVE 2 MAY 2011, BDE/BN S1S WILL HAVE PERMISSIONS TO VIEW AND EDIT THE PPW AND WILL:

(A)  PERFORM 5% MONTHLY AUDITS OF PROMOTION SELECTEES PPWS (IDENTIFIED BY HQDA) TO ENSURE
CALCULATED POINTS ARE ACCURATE AND VALID.

(B)  INTEGRATE AND REMOVE SPC AND SGTS WITHIN THE HEADQUARTERS DEPARTMENT OF THE ARMY (HQDA)
PROMOTION LIST THROUGH THE PPW SYSTEM.

B.  EFFECTIVE IMMEDIATELY, MILITARY PERSONNEL DIVISION (MPD) WILL:

(1) ASSIST SOLDIERS WITH UPDATING THEIR PERSONNEL RECORDS THROUGH EMILPO. SPECIAL ATTENTION SHOULD
BE PAID TO ENSURE ACCURACY OF AREAS LISTED IN 5.A.(1) ABOVE.

(2) EFFECTIVE 2 MAY 2011, MPDS WILL HAVE PERMISSIONS TO VIEW AND EDIT THE PPW; HOWEVER, THEY WILL NOT
PERFORM THE 5% MONTHLY AUDIT.

(3) MAY INTEGRATE AND REMOVE SPC AND SGTS WITHIN THE HQDA PROMOTION LIST THROUGH THE PPW SYSTEM
WHEN BDE/BN S1 SUPPORT IS NOT AVAILABLE.  THIS IS PRIMARILY A BDE/BN S1 FUNCTION.

C.  COMPANY COMMANDER’S ROLE REMAINS THE SAME; HOWEVER, THEY WILL NOT AWARD PROMOTION POINTS.   

D.  COMMAND SERGEANTS MAJOR’S ROLE REMAINS THE SAME; HOWEVER, THEY WILL NOT AWARD PROMOTION
POINTS.  AFTER THE SEMI-CENTRALIZED PROMOTION BOARD IS CONDUCTED, THEY WILL RENDER A YES/NO VOTE
TO THE PROMOTION AUTHORITY AS TO WHETHER A SOLDIER SHOULD BE INTERGRATED ONTO THE PROMOTION
RECOMMENDED LIST.

E.  PROMOTION AUTHORITY’S (BN CDR OR HIGHER) ROLE REMAINS THE SAME.

F.  SOLDIERS WILL BE RESPONSIBLE FOR MAINTAINING AND SAFEGUARDING THEIR OWN PROMOTION RELATED
DOCUMENTS.  EFFECTIVE IMMEDIATELY SOLDIERS WILL:

(1) REPORT TO S3/G3 ATTRS REPRESENTATIVE FOR UPDATES AND ENSURE ALL TRAINING DATA IS CURRENT AND UP
TO DATE.   

(2)  REPORT TO THEIR BN S1 HUMAN RESOURCE (HR) SPECIALIST OR MILITARY PERSONNEL DIVISION (MPD) FOR ERB
UPDATES THROUGH EMILPO.

(A) ARMY PHYSICAL FITNESS TEST (APFT).  (ERB – SECTION IV)

(B)  WEAPONS QUALIFICATION.  (ERB – SECTION VI)

(C) COMBAT MONTHS DEPLOYED.  ENSURE THAT TOTAL NUMBER OF MONTHS DEPLOYED IS REFLECTED IN THE
UPPER LEFT SIDE OF ERB.  (ERB – SECTION I)

(D)  AWARDS, DECORATIONS, CERTIFICATE OF ACHIEVEMENTS, AND BADGES.   (ERB – SECTION VIII)

(E)  AIRBORNE ADVANTAGE. IF THE SOLDIER HAS AN AIRBORNE QUALIFICATION BADGE AND CURRENTLY ASSIGNED
TO AN AUTHORIZED AIRBORNE POSITION, THE SOLDIER WILL RECEIVE AN ADDITIONAL NUMBER OF PROMOTION
POINTS. SOLDIERS NEED TO VERIFY THAT THEY ARE SLOTTED IN AN AIRBORNE POSITION CORRECTLY ON THEIR
ERB.  (ERB – SECTION IX)

(F)  NCOES COURSES INCLUDING ACHIEVEMENTS (IE. DISTINGUISHED HONOR GRAD, DISTINGUISHED LEADERSHIP
AWARD, AND COMMANDANTS' LIST).   (ERB – SECTION VI, THIS WILL BE A NEW ADDITION TO THE ERB,
IMPLEMENTATION DATE JULY 2011, CURRENTLY YOUR S1 CAN VIEW ACHIEVEMENTS ON EMILPO).

(G)  ARMY CORRESPONDENCE COURSE COMPLETION OF TRAINING, DISTANCE LEARNING AND ARMY E-LEARNING
COURSES (NO SUB-COURSES).  (ERB – SECTION VI)

(H)  VERIFY MILITARY EDUCATION COURSES ARE LISTED IN ATRRS.

(I)  FORMAL MILITARY TRAINING ON DA FORM 87 AND LIMITED SOLDIER TRAINING COURSES IN AR 350-1. (ERB –
SECTION VI)

(J)  TAB PRODUCING COURSES. (IE. RANGER, SPECIAL FORCES, AND SAPPER QUALIFICATION COURSES) (ERB –
SECTION VI).                                                   

(K) CIVILIAN EDUCATION. (IE. ACREDITED COLLEGE/UNIVERSITY CREDIT, DEGREE COMPLETION, COLLEGE LEVEL
EXAMINATION PROGRAM (CLEP), DEFENSE ACTIVITY FOR NON-TRADITIONAL EDUCATION SUPPORT (DANTES)
COURSES, TECHNICAL CERTIFICATIONS, AND DLPT.  (ERB – SECTION VII).

(3) RECEIVE A COPY OF THE APPROVED PROMOTION BOARD PROCEEDINGS FROM YOUR S1.   

(4) EFFECTIVE 2 MAY 2011; SOLDIERS MAY ACCESS THE PPW (VIEW ONLY) REGARDLESS OF PROMOTABLE STATUS.

WORKSHEET (UPPER RIGHT SIDE).  ALL SOLDIERS MUST USE AKO TO GAIN ACCESS.                                 

6.   KEY DATES:
(1) 7 MARCH 2011 – 8 MAY 2011 - THE BDE/BN S1, MPD AND UNIT HUMAN RESOURCE (HR) SPECIALIST WILL ASSIST
SOLDIERS WITH UPDATING THEIR PERSONNEL AND TRAINING RECORDS THROUGH EMILPO AND ATTRS.  ALL
PROMOTABLE SPC AND SGT RECORDS MUST BE UPDATED BY 8 MAY 2011 TO ENSURE TIMELY DATA ACCURACY
BEFORE PROMOTION SELECTIONS ARE RELEASED FOR 1 JUNE 2011.

(2) 5 APRIL 2011 (2359HRS EST) – LAST DAY FOR BDE/BN S-1’S TO VALIDATE PROMOTION SCORES FOR 1 MAY 2011
PROMOTION SELECTION IN THE CURRENT SEMI-CENTRALIZED PROMOTION SYSTEM.  RESULTS FROM ALL
PROMOTION BOARDS MUST BE ENTERED INTO THE SYSTEM BY 2 APRIL 2011 TO ALLOW SYSTEMS TO UPDATE TO
THE DA FORM 3355.

(3) 6 APRIL 2011 (0001HRS EST) – ACCESS TO THE DA FORM 3355 SYSTEM WILL BE SHUTOFF.

(4) 20 APRIL – 8 MAY 2011 – CONDUCT SEMICENTRALIZED PROMOTION BOARDS USING THE REVISED SEMI-
CENTRALIZED PROMOTION SYSTEM TO AFFECT PROMOTIONS FOR 1 JUNE 2011.

(5) 2 MAY 2011 – THE AUTOMATED PPW SYSTEM WILL GO LIVE.  SOLDIERS WILL BE ABLE TO VIEW CALCULATED
POINTS MIGRATED TO THE PPW FROM EXISTING INFORMATION IN EMILPO AND ATTRS.   

(6) 2 - 8 MAY 2011 – THE BDE/BN S1 WILL REVIEW THE AUTOMATED PPW AND VERIFY ACCURACY OF PROMOTION
SCORES FOR PROMOTABLE SPC AND SGTS.
